Sam Pitroda 

Sam Pitroda

Sam Pitroda is an internationally respected development thinker, policy maker, telecom inventor and entrepreneur, who has spent over four decades in Information and Communications Technology and related human and national development initiatives.

Credited with having laid the foundation of India's technology and telecommunications revolution in the 1980s, he has been a leading campaigner to help bridge the global digital divide.

During his tenure as Adviser to Prime Minister Rajiv Gandhi in the 1980s, Sam Pitroda headed six technology missions related to telecommunications, water, literacy, immunization, dairy and oil seeds. He was also the founder and first chairman of India's Telecom Commission. In these roles, he helped revolutionise India's development policies and philosophies with a focus on access to technology as the key to social change.

He was the Chairman of India's National Knowledge Commission (2005-2009), an advisory body to the Prime Minister of India, set up to provide a blueprint for reform of the knowledge related institutions and infrastructure in the country. The Commission has offered a series of recommendations on various aspects of the knowledge paradigm to help India meet the challenges of the 21st century.

He is currently Adviser to the Prime Minister of India on Public Information Infrastructure and Innovations and has undertaken the ambitious task of providing a plan for creating digital infrastructure in the country for enhancing governance and improving delivery of public services. He is also the Chairman of the National Innovation Council (NInC) which is working on several initiatives to boost innovation performance of the country. He is also working with the Law Ministry and other stakeholders for enhancing the use of ICT for improving delivery of justice.

Sam Pitroda is also the Chairman of the Smart Grid Task Force, set up under the aegis of the Ministry of Power, Government of India. He has also been appointed as one of the founding Commissioners of the United Nations Broadband Commission for Digital Development. Sam Pitroda is also a part of an Empowered Committee on the promotion of semi-conductor wafer fabrication manufacturing units in India, constituted by the Ministry of Communication and Information Technology. He also headed the Expert Group on the Modernisation of Railways, which submitted its report in 2012. He was also appointed as the Chairman of an Expert Committee to review the functioning of Prasar Bharati by the Ministry of Information and Broadcasting. He holds close to 100 worldwide patents and has published and lectured widely in the US, Europe, Latin America and Asia.

M.F. Farooqui

M.F. Farooqui, Secretary, Department of Telecommunications is the Chairman of Telecom Commission, the apex Policy making body on Telecommunications in Government of India. During his illustrious career in the Government service, with diverse and vast experience in public governance, he served in several leadership roles.

Prior to his current assignment, he served as Secretary, Department of Heavy Industry, Government of India. In current era of liberalization and need of industrialization for development, he played a key role in federal government and Tamilnadu State Government in increasing the foot print in the industry sector. Mr. Farooqui also served as special Secretary in the Ministry of Environment and Forests and was instrumental in shaping up critical Environmental policies. He holds Masters degrees in Physics and in Business Administration.

During his career, he has worked as Joint Secretary in the Department of Economic Affairs, Union Ministry of Finance. In mid-nineties he worked as Consul General of India in Jeddah, Saudi Arabia. He has also worked as Chief Executive and Member Secretary of Chennai Metropolitan Development Authority.

H.E. João Cravinho 

H.E. João Cravinho
Ambassador and Head of Delegation of the European Union to India

Dr. João Cravinho is the Ambassador of the European Union to India. He was accredited in January 2012, and is concurrently accredited as the non-resident Ambassador of the European Union to Bhutan.

Prior to his posting in New Delhi, Dr. Cravinho served as a member of the Government of Portugal from March 2005 to June 2011, in the capacity of Secretary of State for Foreign Affairs and Cooperation. During that period he was responsible for numerous aspects of Portugal's foreign relations, having in particular worked on relations with Africa, the Portuguese presidency of the European Union (2007) and the campaign for a seat as non-permanent member of the United Nations Security Council.

Dr. Cravinho holds a doctorate (D.Phil) from St. Antony's College, University of Oxford, and has taught international relations at the University of Coimbra, Portugal, for over a decade. He has been a visiting lecturer and researcher at various universities, including Georgetown University, Washington DC, and has published a book and many academic articles. He has also worked as a consultant for a number of institutions including the European Commission, the World Bank and the Gulbenkian Foundation. He speaks four European languages.

Dr. Cravinho is married and has two children.

Luis Jorge Romero

Luis Jorge Romero, Director General of ETSI, has more than 20-years experience in the telecommunications sector. At ETSI he has initiated a global standardization partnership for Machine to Machine communications, and has driven the implementation of the ETSI Long Term Strategy, an ambitious plan to prepare the institute for the future. Previously he has held diverse Director positions in Spain, Morocco and Mexico, predominantly with Telefonica.

As Global Director for International Roaming and Standards, and Director of Innovation and Standards, he oversaw Telefonica's participation in global standardization activities, and participated directly in the work of the Next Generation Mobile Networks (NGMN) Alliance and in the GSM Association (GSMA). Before joining ETSI in July 2011, he held the position of Director General of Innosoft and was also a partner and board member of Madrid-based Innology Ventures.

Adrian Scrase 

Adrian Scrase
CTO, ETSI

Adrian Scrase played a central role in the creation of the "3rd Generation Partnership Project" (3GPP) and is responsible for the operations of the 3GPP Project Co-ordination Group. He heads 3GPPs' Mobile Competence Centre (MCC) which is an International team of 20 experts who provide comprehensive support to the Project.

He was also principally involved in the formation of the recently created "oneM2M" Partnership Project and oversees ETSI's support to that initiative. He is CTO within ETSI with operational responsibility for all of ETSI's standards production activities. He has more than 30 years experience in the telecommunications field, which includes 25 years of experience in standardization.

S.S. Sirohi, a Graduate (B.Tech.) from I.I.T. Kanpur, is a 1977 batch Indian Telecom Service (ITS) Officer in the Department of Telecommunications, Ministry of Communications & IT Government of India.

Mr. Sirohi has over 35 years of rich and wide experience in project execution, planning & development, operations and policy formulations in respect of wire-line systems & networks, transport networks, mobile networks and services etc. while working in leading techno-managerial positions in state run PSUs namely MTNL and BSNL as well as in the Department of Telecom.

In MTNL, he has been Area Head for telecom services-operations in Delhi as well as Head of Mobile project of GSM network roll out and its subsequent services-operations in Delhi.

In BSNL, Mr. Sirohi has worked as corporate Head of Rural Network division, Infra division and Value Added Services division as well as Chief General Manager and Head of Punjab Telecom Circle.

Presently Mr. Sirohi is in DOT as Senior DDG and Head of Telecom Enforcement, Resource and Monitoring (Security-TERM) Cells in the country. Recently, he had led the Indian delegation comprising of delegates from Telecom Sector-Services and Manufacturing Industry and the Government to the "Asia Pacific ITU summit 2013" at Bangkok.

Rajan S. Mathews

Rajan presently serves as the Director General of COAI. Prior to joining COAI as DG in April 2010, Rajan served in many senior executive positions such as CEO, COO and CFO of such major companies as Telargo (a JV of NTT DoCoMo), Afghan Wireless, Call Sciences, AT&T Wireless, Birla-AT&T (now IDEA), and as a senior financial executive at Beatrice International, Columbia-Tri Star Pictures, and Pricewaterhouse Coopers.

Rajan specializes in international operations and start-up ventures, turn-arounds, mergers & acquisitions and venture financing. He assisted in raising over $1.5 billion of financing for companies through public and private offerings of equity, debt and private placements. He has managed companies in such diverse places as the USA, Afghanistan, India, UK, France, Germany, Belgium Taiwan and Hong Kong.

Rajan has served and continues to serve on the boards of several for-profit and non-profit organizations. He earned both his Master of Business Administration (Finance & Accounting) and Master of Arts (Economics) degrees from Rutgers University (USA) and he is a CPA from the State of New Jersey, USA.

A.K. Bhargava is a Telecom Engineer with more than 35 years of experience in various fields of Telecommunication, Installation, Operation, Maintenance, Software and Management. He did B.E. from BITS Pilani and later acquired Diploma in Management, PG Diploma in Public Administration and M.Phil.

He is currently working as Director (Operations) with BBNL which is mandated to provide high speed Broadband connectivity to all the Gram Panchayats in the country. Prior to joining BBNL as Director (Operations), he was working as Executive Director (Wireless Services) with Mahanagar Telephone Nigam Limited (MTNL) Delhi where he led many IT, Broadband and GSM initiatives including India's first 3G roll-out. He was trained in UK and France for E-10B Software Production System and worked in E-10B Software Center for 5 years. He was deputed to PTC Zimbabwe as Team Leader, National rehabilitation Project for 5 years. He has also worked as Deputy Director General in DOT before moving to MTNL where he served for more than a decade.

T.V. Ramachandran

T.V. Ramachandran is with Vodafone India Limited since October'09 as Resident Director, Regulatory Affairs & Government Relations activities.

TVR is passionately devoted to the cause of mobile communications and has led the industry successfully through several challenges. He is intimately involved with aspects like policy, licensing, regulatory, interconnection, etc. relating to Cellular Mobile Telephone Service and has made contributions in the comprehensive growth of the entire industry.

TVR was, for twelve years the Director General of COAI. Before COAI, he had been the first CEO of one of the country's earliest cellular service providers,- Essar Cellphone (now known as Vodafone Mobile Services), Delhi & had led the establishment and commercial launch of the India's largest capacity cellular network in 1995.

He was also the First Chairman of the Indian chapter of the world-wide GSM MoU Association (as the GSM Association was called then) from 1995 to 1998. TVR was closely involved with ITU-D activities and has been the Chairman of ITU Regional Working Group dealing with Private Sector Issues for Asia Pacific Region from 2003 to 2009. TVR is currently the Chairman of ASSOCHAM's National Council on Telecommunications Convergence.

TVR also holds the office of:

Dr. Gulshan Rai

Dr. Gulshan Rai has over 25 years of experience in different areas of Information Technology which include Cyber Security, e-Governance, Legal Framework and the Information Technology Act for e-commerce, and several related fields. At present, he is Director General, CERT-In (Indian Computer Emergency Response Team) and Group Coordinator of E-Security and Cyber Law Division in the Ministry of Communications and Information Technology. Prior to this he was Executive Director, ERNET India for over 7 years and he was instrumental in setting up of the first large scale education and research network in close collaboration with the leading educational and research institutions in the country.

Dr. Rai has been working since 1998 in the area of evolving legal framework to address issues arising out of cyberspace. His sustained efforts in the area has resulted in second Technology Legislation in the History of India i.e. Information Technology Act and recent amendments in the Act.

Dr. Rai is particularly focused on developing security capabilities in the country through increased security education programs. He has initiated several programs in this area with industry and educational institutions. He has enhanced the security of government infrastructure through an effective security framework that prescribes standards, and audits by a panel of independent auditors.

Dr. Rai holds a doctoral degree and M.Tech., and has published several papers, and reports on e-commerce, cyber security, cyber laws, education and networking and has presented the same in several national and international conferences.

Dirk Weiler

Dirk Weiler is Chairman of the ETSI General Assembly and the ETSI IPR Special Committee, Vice Chairman of the German BITKOM Working Group Standardization, Member of the CEN-CENELEC-ETSI Joint Presidents' Group, Member of the DIN Presidential Committee FOKUS.ICT and the ETSI representative to the European Commission's ICT Multi-Stakeholder Platform.

He is Head of Standards Management & Horizontal in Nokia Solutions and Networks (NSN), responsible for standardization policy, membership portfolio, type approval and environmental standardization.

He regularly appears as speaker or chairman in conferences and events about standardization, IPR and the relationship of both. Until 2006 he held various management positions in the areas of development, research, intellectual property, standardization and marketing in Siemens. Since 1988 he has been working actively in standardization on technical as well as board level in ETSI, ITU, OMA and various other bodies.

He joined Siemens in 1985, starting in the development of the Mobile Communication System C450, after his graduation in Physics from the University of Cologne and the Institute of Nuclear research in Jülich, Germany.

Dr. Philippe Reininger

Dr. Philippe Reininger has received a PhD in Computer Science from Louis Pasteur University (France) and CNET (Orange Labs). He has 20 years experience in the network design for mobile radio systems. After several years spent with Nortel Networks in the development of optimisation tools for GERAN and UTRAN, Philippe worked as end-to-end UTRAN radio optimisation expert before starting standard with 3GPP TSG RAN WG3 in 2005. Philippe joined Huawei Technologies in 2008 to represent the company in 3GPP TSG RAN WG3 as well as in 3GPP TSG RAN. After a second term as Vice Chairman he was elected in 2013 3GPP TSG RAN WG3 Chairman, Philippe participated actively in WCDMA and LTE standardisation.

Joachim Koss

Joachim Koss is looking back to more than 30 years of professional experience from telecommunications business units in Siemens and Cinterion Wireless Modules, where he held various management positions in HW/SW Engineering, International Project and Process Management, Conformity Testing and Approval, IPR Management and Standardization. Today he is responsible for M2M Standardization Management at Gemalto M2M GmbH, a leading supplier of high quality cellular modules and terminals, Machine Identification Modules (MIM), and value added services for the management of M2M solutions. In November 2008 Joachim Koss was elected into the Board of ETSI (European Telecommunications Standards Institute), served as a Vice Chairman of the ETSI Technical Committee Machine-to-Machine communications for 4 years and was elected as Vice Chairman of the oneM2M Partnership Project Technical Plenary in December 2012.

Anand R. Prasad

Anand R. Prasad, Dr. & ir., Delft University of Technology, The Netherlands, Certified Information Systems Security Professional (CISSP), Fellow IETE and Senior Member IEEE, is a NEC Certified Professional (NCP) and works as a Senior Expert at NEC Corporation, Japan, where he leads the mobile communications related security activity. Anand is the chairman of 3GPP SA3 (mobile communications security standardization group). He is a Member of the Governing Body of Global ICT Standardisation Forum for India (GISFI) where he is founder chairman of the Security & Privacy working group and he was chairman of the Green ICT working group. Before joining NEC, Anand led the network security team in DoCoMo Euro-Labs, Munich, Germany, as a manager. He started his career at Uniden Corporation, Tokyo, Japan, as a researcher developing embedded solutions, such as medium access control (MAC) and automatic repeat request (ARQ) schemes for wireless local area network (WLAN) product, and as project leader of the software modem team. Subsequently, he was a systems architect (as distinguished member of technical staff) for IEEE 802.11 based WLANs (WaveLAN and ORiNOCO) in Lucent Technologies, Nieuwegein, The Netherlands, during which period he was also a voting member of IEEE 802.11. After Lucent, Anand joined Genista Corporation, Tokyo, Japan, as a technical director with focus on perceptual QoS. Anand has provided business and technical consultancy to start-ups, started an offshore development center based on his concept of cost effective outsourcing models and is involved in business development.

Anand has applied for over 50 patents, has published 6 books and authored over 50 peer reviewed papers in international journals and conferences. His latest book is on "Security in Next Generation Mobile Networks: SAE/LTE and WiMAX", published by River Publishers, August 2011. He is a series editor for standardization book series and editor-in-chief of the Journal of ICT Standardisation published by River Publishers, an Associate Editor of IEEK (Institute of Electronics Engineers of Korea) Transactions on Smart Processing & Computing (SPC), advisor to Journal of Cyber Security and Mobility, and chair / committee member of several international activities. He is a recipient of the 2012 (ISC)2 Asia Pacific Information Security Leadership Achievements (ISLA) Award as a Senior Information Security Professional.

Beniamino Gorini

Beniamino Gorini has achieved the Degree in Electronic Engineer in 1985 at the University "Politecnico" of Milano, Italy. Since 1987 he has been working in telecommunication industries starting in Telettra, an Italian provider of telecom equipment, that became later part of the Alcatel group and now Alcatel-Lucent group that is a worldwide supplier of telecom products.

He started is working experience in Research & Development department as design engineer of power supply units and later moved to Quality Department where he went through positions of EMC compliance manager, Environmental compliance manager, Product quality compliance manager and standardization coordinator. He is now in charge of the Qualification laboratories for EMC, safety and environmental topics in Alcatel-Lucent Italy and has also the responsibility for the Standardization and Environmental matters in the Optics Business Division.

He is involved in the standardization bodies since 1989, with main focus on EMC, safety, environmental, Electromagnetic field radiation and reliability. He had various roles in International Standardization bodies and is currently chairman of the ETSI TC "Environmental Engineering", chairman of IEC/CISPR SC-H "Emission limits", Co-chairman of the CEN/CENELEC/ETSI joint WG on Mandate M/462 "Energy efficiency in ITC", Vice-chairman of ETSI ERM-EMC WG, convenor of IEC/CISPR SC-A/WG2 "EMC test methods".

Riccardo Genghini

Riccardo Genghini is not only one of the best known specialists in the field of electronic signature standards; he is also a respected academic, Visiting Professor of Comparative Commercial Law at the Universita Cattolica del Sacro Cuore of Milan. Developer of technologies for the certification of digital data, transactions and identities, since 2010 he is the Chairman of the Electronic Signatures Coordination Group, which coordinates the standardization effort of CEN and ETSI in the field of electronic signatures, with the aim of providing a rationalized framework for electronic signatures at EU level (EC mandate 460).

This role has been acquired thanks to his experience as Chairman of technical bodies both in CEN (ISSS - Information Society Standardization System) and ETSI (ESI - Electronic Signature and Infrastructures). Moreover, he currently carries out his activity as a Public Notary in Milan, where in 1990 he founded the Studio Notarile Genghini, one of the most technologically advanced legal offices in Italy and in Europe in working with digital agreements and deeds.

Dr. Nadeem Akhtar

Dr. Nadeem Akhtar is Principal Research Engineer at the Centre of Excellence in Wireless Technology (CEWiT) in Chennai. He has been with CEWiT since January 2008. Prior to that, he was associated with the Centre of Communications Systems Research at the University of Surrey (UK) from 2001-2007.

Dr. Akhtar's current research focuses on LTE technology, particularly in the area of radio resource management in heterogeneous networks. He represents CEWiT at 3GPP RAN Working Groups.

Jan Färjh

Jan Färjh took his M.Sc in telecommunication at the royal institute of Technology in Stockholm,1985. After his graduation he developed signal processing algorithms for airborne radar systems.

In 1990 he joined Ericsson and started to work with radio access technologies. He has a strong background in wireless research and was part of Ericsson's pioneering activities in WCDMA in the early 90's. In 1996 he became manager of the unit responsible for radio access research. The research performed in this unit has substantially contributed to the evolution of WCDMA, HSPA and LTE, technologies that today provide Mobile Broadband on global base.

Between 2007 and 2012 he was Head of Ericsson Research. Ericsson Research is a global organisation consisting of 600 researchers in ten different countries present in North America, Europe and Asia.

Since November 2012 Jan is heading Ericsson's global Standardisation and Industry unit within the Group Function Technology, headed by Ericsson's CTO.

Jamshid Khun-Jush

Jamshid Khun-Jush received his BS, Dipl.-Ing. and Dr.-Ing. Degrees in electrical engineering. From 1995 to 2003, he was with Ericsson Research, Corporate Unit in Nuremberg, Germany leading physical layer research and engineering work related to broadband wireless local area networks and acted as company's representative for standardization activities on broadband wireless networks in relevant standards bodies and fora. He chaired ETSI TC BRAN from 1999 to 2002.

Since July 2003, he has been with Qualcomm in Nuremberg, Germany leading Qualcomm's overall ETSI activities. In this capacity, he coordinates activities of Qualcomm in different technical bodies. In addition, he is technical lead for Qualcomm's Spectrum Engineering work in international and regional organizations as CEPT ECC, ITU-R, Asia-Pacific Wireless Group, etc. He is currently an ETSI Board member. He has served during the last 15 years as Technical Program Committee member of several international conferences, has given lectures or organized panels at these conferences.

Prof. Abhay Karandikar

Abhay Karandikar earned his MTech and PhD degrees in Electrical Engineering from the Indian Institute of Technology, Kanpur in 1988 and 1994, respectively. He joined the Department of Electrical Engineering, IIT Bombay in April 1997, where he is currently Professor and Head of the Department. He has also served as Head of Computer Center during 2008-11.

He is the coordinator of Tata Teleservices IIT Bombay Center for Excellence in Telecom where he has initiated many projects in the area of broadband wireless networks. Dr Karandikar has several patents issued/pending, contributions to IEEE standards, contributed chapters in books and large number of papers in international journals and conferences to his credit. He has supervised 10 PhD, 100 Masters and large number of BTech research projects. His group has made significant contributions to Carrier Ethernet and 4G standard. Dr Karandikar has lectured extensively in various international forums and given tutorials in IEEE GLOBECOM, MILCOM. He has served on the technical program committees of leading international conferences He has also served as technology advisor and consultant to many companies. He has served on working group of telecom for 12th plan of Government of India.

Dr. Karandikar is a two time recipient of award for excellence in teaching at IIT Bombay- in 2006 and 2011. He is also a recipient of the VASVIK Industrial research award 2010, NASI-Reliance Industries Platinum Jubilee award 2012, Dr Vikram Sarabhai Research award 2010, Prof. S. V. Aiya Memorial Award 2005-06 by SVC Aiya Trust Pune, Prof. K. Srinivasan Award 2005-06 by IETE and Dr PK Patwardhan Technology Development award.

Dr. Kumar N. Sivarajan

Kumar is responsible for setting the technology and product direction for Tejas Networks. Prior to Tejas Networks, Kumar was an Associate Professor in the Electrical Communication Engineering Department, at the Indian Institute of Science, Bangalore. Earlier he has worked with the IBM Thomas J. Watson Research Center, Yorktown Heights, New York.

Kumar is co-author of the textbook Optical Networks: A Practical Perspective published in February 1998. He is a Fellow of the Indian National Academy of Engineering, an Associate of the Indian Academy of Sciences, a recipient of the Swarnajayanti Fellowship from the Department of Science & Technology, and the 2004 Global Indus Technovator Award from the India Business Club at the Massachusetts Institute of Technology. He is also a recipient of the IEEE Fortescue Fellowship and the IEEE Baker Prize Paper Award. Kumar is also the Chairman, Founding member and Governing Council member of India's Telecom Standards Development Organization, TSDSI, that aims to help create manufacturing expertise in India.

Kumar holds a Bachelor's Degree in Technology in Electrical Engineering from the Indian Institute of Technology (IIT), Madras and a Doctorate from the California Institute of Technology. He is a distinguished alumnus of IIT, Madras.

Agarwal, DDG(NT), DoT is an Indian Telecommunication Services officer of the 1986 batch and is presently working as Deputy Director General (Networks and Technologies) in the Department of Telecommunications, Ministry of Communications & Information Technology, Government of India. He has more than 25 years of experience in formulating and affecting telecom policies, operations and financial management of telecom services. With dwindling IPv4 address reserves of the country in view, he has been the driving force behind IPv6 transition and has played stellar role through various technical and administrative advisories to all the stakeholders i.e. "National IPv6 Deployment Roadmap Ver I & Ver II". He is also the Central Coordinating Officer of Department of Telecommunications, Government of India for coordination amongst Government department and Industry bodies for IPV6 transition in the country. Currently he is engaged in M2M policy formulation after taking viewpoints of all the stakeholders into account in accordance with National Telecom Policy. He has addressed a number of national and international forums and delivered papers on IPTV, IPv6, M2M and other telecom related issues.

In earlier stints of his professional career, He has functioned as DDG(SA) in the Telecommunication Engineering Centre, the telecom standardization body of Government of India, where he brought out IPv6 standard and IPv6 policy documents. During his stint as Telecom head of Saharanpur District, he earned accolades for all round Telecom development of the area. He had also been the editor in ITU (T) in the recommendations related to IPTV services. Recently he has brought out 'National IPv6 Deployment Roadmap v2' in March, 2013 for the time bound IPv6 implementation by all stakeholders in the country.

A.K. Mittal did his Graduation in Engineering in Electronics and Communications in 1976 from the University of Roorkee (now one of the Indian Institutes of Technology). He also holds a Diploma in Management. After working in the R&D wing of Indian Telephone Industries Ltd. for about two and a half years, he joined Indian Telecom Service in the erstwhile Posts & Telegraphs Department (now Department of Telecommunications) in February 1979.

In 1981, he was given charge of setting up the ground segment of New Delhi Satellite Earth Station located at Sikandrabad (U.P) for INSAT - 1 series of satellites where he commissioned and then operated systems for voice communication as well as TV up linking, Radio up linking, meteorological data up linking and reception etc. He also set up the Network Operations Control Centre (NOCC) for INSAT. As Director Telecommunications, he was responsible for operations and maintenance of a large Optical Fibre, Microwave, Coaxial and Satellite Communication Network in the State of U.P.

In 1991, as Director in the Headquarter of Department of Telecom, he handled regulation and tariffing of telecommunications services. He also handled activities relating to opening up of telecom sector for competition 1991 onwards. Subsequently, as General Manager in U.P. (West) Circle of Department of Telecommunications, he headed the Operations and Maintenance Wing, responsible for making policies in respect of operations of all types of services.

Later while working as Deputy Director General (Network Management) in BSNL Headquarters, he handled management of BSNL's international and national long distance switching and transmission network. During this period, he set up Network Management Systems, overlay managed signalling network, KU Band VSAT Network and country-wide Managed Leased Line Network. He was also a member of the core team responsible for planning and implementation of Indo - Sri Lanka Submarine Cable System. Later, for a period of over two years he worked as General Manager (Mobile Network Planning and Operations) in J&K State.

After joining back DoT from BSNL, he held various charges including that of Senior Deputy Director General in DoT headquarters looking after policy on licensing of Access Services and related matters as well as implementation of telecom security related policies. He is working as Head and Senior Deputy Director General (TEC) since April 2013.

KT is also working with leading private entities in telecom market for their energy management program advising reduction of energy expense through regulatory support and achievement of control and transparency through automatic billing, power cost optimizing and assessment of setting up captive solar installation. He has extensively worked with transmission players for enhancing project returns and setting up of project management practices.

KT has held senior positions at PwC, Genpact, Alstom and ABB India. He is an Electrical Engineer with a Post Graduate Diploma in Management from SPJ.
